LV CATS show true
colors
On Monday, February
14, Valentines Day, local CATS members attended our
meeting and fundraising activities. So far we have
raised a total of $500.00 in donations from the Las
Vegas area to help with the upcoming special project
to produce and air the "Business World News
-Spotlight on Success" show, featuring CATS and the
National Retail Sales Tax (for more information

for CATS Project").
The total amount collected to
date includes the donations mailed direct to the
National Office as a result of the “Request for
Funding” in last month’s newsletter. I
would like to express my sincere thanks to all of you
who made a donation of any size.
This is a vital project and must
be completed within the next few weeks to be
effective. I urge all CATS members and NRST
supporters to contribute something towards this
worthy goal.

I heard it on the
news...
I recently heard an announcer on a
major TV news network mention that one of the
presidential candidates that dropped out of the
presidential race advocates replacing the income tax
with a flat tax. What?!?!
Is the average citizen (plus the
presidential candidate and the reporter) that
misinformed? Are people that gullible? Or is it
simply that the vast majority of Americans are
uneducated when it comes to taxes. I hope it is only
the latter.
Let's think about this for a moment.
When questioned, most people will agree that the
income tax is bad. In fact, there is a general
consensus that we need fundamental tax reform. The
vast majority agree that the income tax has to go the
way of the dinosaur, and the sooner the better.
So, what about replacing the income
tax with a flat tax?
Wait a minute. What type of tax is the
flat tax? It's an income tax. Yes, that’s an
indisputable fact. So, the flat tax is still an
income tax; that much we know.
Now let's take another look at the
above statement by the presidential candidate. He
promises to replace the income tax with what?....
With an income tax!!
Imagine how ridiculous this would
sound if he really said what he meant all along:
"My fellow Americans, if I am elected
to be your next president, one of the first tasks I
will undertake is to completely replace the income
tax with an income tax."
The above confusion is perpetuated by
the media, who do nothing to correct the
misunderstanding people might have on the subject of
taxes. Are those in the media simply ignorant of the
true facts about taxes in general, or are they
attempting to keep us ignorant?

IRS officials in last month’s newsletter I
received many requests from our readers for more of
the same:
A Former IRS Commissioner's
Statement
T. Coleman Andrews served as
commissioner of IRS for nearly 3 years during the
early 1950s. Following his resignation, he made the
following statement:
“Congress [in implementing the
Sixteenth Amendment] went beyond merely enacting an
income tax law and repealed Article IV of the Bill of
Rights, by empowering the tax collector to do the
very things from which that article says we were to
be secure. It opened up our homes, our papers and our
effects to the prying eyes of government agents and
set the stage for searches of our books and vaults
and for inquiries into our private affairs whenever
the tax men might decide, even though there might not
be any justification beyond mere cynical
suspicion.
“The income tax is bad because it
has robbed you and me of the guarantee of privacy and
the respect for our property that were given to us in
Article IV of the Bill of Rights. This invasion is
absolute and complete as far as the amount of tax
that can be assessed is concerned. Please remember
that under the Sixteenth Amendment, Congress can take
100% of our income anytime it wants to. As a matter
of fact, right now it is imposing a tax as high as
91%. This is downright confiscation and cannot be
defended on any other grounds.
“The income tax is bad because it
was conceived in class hatred, is an instrument of
vengeance and plays right into the hands of the
communists. It employs the vicious communist
principle of taking from each according to his
accumulation of the fruits of his labor and giving to
others according to their needs, regardless of
whether those needs are the result of indolence or
lack of pride, self-respect, personal dignity or
other attributes of men.
“The income tax is fulfilling the
Marxist prophecy that the surest way to destroy a
capitalist society is by -‘steeply
graduated’ taxes on income and heavy levies
upon the estates of people when they die.
“As matters now stand, if our
children make the most of their capabilities and
training, they will have to give most of it to the
tax collector and so become slaves of the government.
People cannot pull themselves up by the bootstraps
anymore because the tax collector gets the boots and
the straps as well.
“The income tax is bad because it
is oppressive to all and discriminates particularly
against those people who prove themselves most adept
at keeping the wheels of business turning and
creating maximum employment and a high standard of
living for their fellow men.
“I believe that a better way to
raise revenue not only can be found but must be found
because I am convinced that the present system is
leading us right back to the very tyranny from which
those, who established this land of freedom, risked
their lives, their fortunes and their sacred honor to
forever free themselves.”

EDITOR'S NOTE:
There is a better way. Given the
current level of understanding among the American
People, an immediate return to the fully
constitutional capitation, head or poll tax is not
possible at this time. CATS’ proposal calls for
the replacement of the current income tax with a
federal consumption tax levied on retail
purchases.
If you think the current system is
great, do nothing. I assure you that it will become
even "greater" still. If, however, you believe that
America is too precious to be further damaged, both
economically or morally, by the present system,
contact CATS and participate. Your children and
grandchildren will thank you.

Answer: Congress doesn't meet each
year to make death worse.
Letter of the
month
Below is a letter from Congressman
James Traficant that was sent to the Speaker of the
House, Rep.Dennis Hastert:
Innocent Until Proven Guilty Should
be Good Enough for IRS
Rep. Traficant

Feb. 8, 2000
Mr. Speaker, in 1997, the IRS seized
10,000 properties. After Congress changed the law and
shifted the burden of proof to the IRS, last year,
the IRS seized only 161 properties; 161 from 10,000.
But guess what, the IRS wants the law changed back.
They say it is too costly. Unbelievable.
If the IRS had their way, last year
9,840 American families would have lost their homes
and their businesses. Beam me up.
Listen. If innocent until proven guilty
is good enough for mass murderers, it is good enough
for Mom and Dad, and it is good enough for the
IRS.
Mr. Speaker, I yield back the tears and
whining over the IRS.
