The opening sequence of the new CATS Web Site declares the need to communicate. Many of you have visited the site, but the question is, how many have used it to send out hundreds of E-Brochures? Have you made use of the "Thunder Mail" feature to browse the site adding multiple web pages to a single e-mail?
The new functionality of the site was developed around the observation that the speed of communication and volume of communication translate into political power. Thus - political power is at your fingertips. You are not dependent on someone else to exercise that power.
The comments received at the National Office have been quite favorable, so there is no reason NOT to let others know about the site. It is a-political, and is intended to help create an economic environment that promotes a strong America. It encourages positive action toward a solution.
Citizens need an avenue to do something when they see a deteriorating scene in front of them. Do them a favor by directing their attention to www.cats.org!
Familiarity promotes use, so here is a tutorial. Even if you have visited the site previously, do the tutorial! It will result in an immediate increase in the number of e-brochures sent out!
A Tutorial:
1. Go to www.cats.org, which takes you to the home page. Without clicking on anything:
a) Move the pointer over the four categories at the center top of the page. [Tax Reform, Citizen Action, Special Programs, About CATS] As you do that notice that the contents under that button appear to the right.
b) Notice the "Thunder Mail" button to the left. We will use this in a minute.
2. Find and press the button "Send the CATS E-Brochure". This takes you to a page, which describes the E-Brochure. Read the page.
3. Scroll down a little until the E-Brochure titles appear. Notice we have marked the suggested audience for the E-Brochures. Read each E-Brochure beginning to end so you know the content. Does someone come to mind who should receive this E-Brochure?
4. To send, click the "Add to Thunder Mail" button on the right then go to the left and click the "Thunder Mail" button located in the margin. You will then see your selected E-Brochure listed. Click the button, "Address Thunder Mail" and fill in the requested information. Click on "Send Thunder Mail". Done.
(Note: You can select as many pages as you want while browsing through the site. When you are ready to send, go to the left column "Thunder Mail" button, which then takes you to the page with your chosen list. Continue as above to send.)
5. Now, go to the four categories on the Home Page at the top center and click on, "About CATS". Read the Mission Statement. This could be one of the pages sent via Thunder Mail.
6. Go to the green selection, "Special Program". This is a fundraiser for CATS. If you sign up using V-Trends as your ISP, each month CATS will receive a donation. They provide an excellent service so get as many people to sign up as possible.
7. Explore the other two sections: Tax Reform and Citizen Action.
8. Notice the long row of navigation buttons just under the four main sections. Explore each to find out what it does.

Make America Strong
Americans have been subjected to some extremely difficult situations over the past two months, and we, as Americans, would be wise to carefully inspect our country's policies. Some of these policies have been around for some time and some of them are new. These policies affect not only our physical security, but our economic security as well. The last thing we want to do is trade more security for less freedom.
Regarding economic security, what is good policy? What choices do we have to ensure our economic growth?
One of the choices we can make is to replace the income tax with a national retail sales tax.
What are some of the things that would happen as a result of this change?
1. With a national retail sales tax (NRST), we would eliminate all personal and corporate income taxes. No more tax on capital gains. No more tax on savings. No more inheritance or gift tax. Many of the excise taxes we now pay would also be done away with.
2. A 15% NRST would be collected only on goods and services sold at the retail level. The NRST would not be collected on any good or service used or purchased for resale. The NRST will not be imposed on the purchase of education, training, or charitable contributions. This is the equivalent of a 100% tax deduction, since the money used for these purposes will not have already been taxed.
3. In the battle of the global marketplace, America is losing. As a result of us losing this battle we experience a lower standard of living and smaller paychecks. With a national retail sales tax we could win this battle. If we do away with the income tax American business will be able to grow like never before. Under a NRST all imports would be subject to the same tax as American products. This will even the playing field. Our exports will no longer be burdened with the cost of the income tax imbedded in their price. With more American products being exported, we can expect more jobs being created here in the U.S.
4. Under a NRST we would no longer be punished, as the income tax does, for working, being productive, being successful, making money, or saving.
5. The major corporations of Europe and Japan were asked: "What impact would it have on you if the U.S. abolished its income tax and replaced it with a retail sales tax?" Eighty percent of the companies said that they would build their new factories here in America. Yes, you read it right...80%! Twenty percent said they would move their international headquarters to the U.S. Many of the American corporations that have moved overseas for tax purposes would come back to America within a year.
6. No matter what your political affiliation is, you would like to save more and not have it taxed. A NRST is a fairer way to collect taxes. With a retail sales tax the underground economy will pay their fair share. Under a national retail sales tax there are no more loopholes for the rich. Wages will increase. America will win the battle of the global marketplace.
7. With the cost of income tax compliance a thing of the past Americans will save over $300 billion a year. How much wealth will America create once this income tax burden is removed from our lives?
8. Last, but certainly not least, with a national retail sales tax all retail prices will be lower. Since businesses are very competitive, once the corporate income tax is eliminated from all business the price war will start. You will see sales like you never saw before. And with the resultant increase in savings, businesses will have cheap capital for start-ups or expansion. Again, this will create more jobs here in America.
This one change in our tax policy will create an expanding economy like this country has never seen.
A National Retail Sales Tax will "Make America Strong!!"
Action Plan for November
1. Write a letter to President Bush asking for his help in making America economically secure. Request that he, and the U.S. Congress, create a modern tax system. Tell him that you like the national retail sales tax, which will put America's economy back on the fast track.
2. Use the new CATS Web Site. Do the tutorial mentioned at the beginning of this newsletter. Tell your friends about the importance of financial security with real tax reform.
3. Now that the new Tauzin/Traficant national retail sales tax bill is in the House of Representatives, you have another reason to write and call your Congressional Representative. Tell your Congressman to become a co-sponsor on H.R. 2717, The Individual Tax Freedom Act of 2001. Write and call both of your Senators and tell them about the importance of economic growth created by changing our tax system to a national retail sales tax.
